Adds a chunk of numeric values above min

A long we do not care about, except to know to create a INumericTypeT for long.
min: Type: SystemInt64
The min value (excluded) of the created chunk.

Type: INumericTypeInt64
Return a new INumericTypeT for long so that adding chunks can be chained.
