_: Type: SystemInt16
A short we do not care about, except to know to create a INumericTypeT for short.
min: Type: SystemInt16
The min value (included) of the chunk.
max: Type: SystemInt16
The max value (included) of the chunk.

Type: INumericTypeInt16
Return a new INumericTypeT for short so that adding chunks can be chained.
