Adds a chunk of numeric values above min

_: Type: SystemDecimal
A decimal we do not care about, except to know to create a INumericTypeT for decimal.
min: Type: SystemDecimal
The min value (excluded) of the created chunk.

Type: INumericTypeDecimal
Return a new INumericTypeT for decimal so that adding chunks can be chained.
