A decimal we do not care about, except to know to create a INumericType<T> for
decimal.

- Type: System.Decimal
The min value (included) of the chunk. - max

The max value (included) of the chunk.

INumericType<Decimal>Return a new
INumericType<T> for decimal so that adding chunks can be chained.
