A decimal we do not care about, except to know to create a INumericType<T> for decimal.
min: Type: System.Decimal
The min value (included) of the chunk.
max: Type: System.Decimal
The max value (included) of the chunk.

Type: INumericType<Decimal>
Return a new INumericType<T> for decimal so that adding chunks can be chained.
